CLER provides a national forum to promote the growth and professionalization of law enforcement reserve programs and enable networking among RLEOs. CLER also provides national statistics, best practices, and other relevant information about reserve programs to law enforcement agencies.

The Council provides a national forum for RLEOs and law enforcement reserve programs to promote professionalism, the sharing of best practices, and promote networking among the Reserve Law Enforcement profession.
