Portland police have identified the officers who shot and injured a man Sept. 26 in Northeast Portland as Brett Emmons, an eight-year veteran of the Police Bureau, Joshua Faris, a 23-year veteran of the bureau and Matthew Wells, a 21-year veteran of the bureau.
All were assigned to the Special Emergency Reaction Team, police said.
At the time of the shooting, the Special Emergency Reaction Team was helping the Major Crimes Unit arrest a man — later identified as 24-year-old Jesse James West — who was suspected of multiple armed robberies.
West was allegedly armed with an AR-style rifle at the time of the shooting, according to the Police Bureau, and had access to a second firearm.
Police found West in the 7000 block of Northeast 17th Avenue around 6:20 p.m. and used their cars to box in West’s allegedly stolen Subaru.
West crawled into the back seat of the Subaru and fired at least three times at officers, police said.
Faris responded with 11 shots from his rifle and Wells fired 14 rounds from his, a transcript of the newly released video said.
West was taken to a nearby hospital. Police and court records did not detail how many times officers shot him — or the extent of his injuries.
He was released on Monday and taken to the Multnomah County Jail. Jail records show West is also accused of possession of a stolen vehicle. His next court date is Oct. 17.
Emmons was previously involved in a fatal shooting by police. In 2021, he responded to a call from a man who told a dispatcher he was suicidal and high on methamphetamine. Another officer shot and killed Michael Ray Townsend, who was armed with a screwdriver.
Representatives of the Police Bureau said they were not releasing any further details about the case due to the ongoing investigation.
The officers remain on administrative leave.
