Watch Armed Robbery Suspect with Hostages Open Fire at Texas Police

Two men allegedly restrained employees at a title loan office during an armed robbery before one of the suspects exchanged gunfire with Arlington police officers responding to the scene.

Police have arrested the second suspect accused in an armed robbery in which shots were fired at an Arlington business. The Police Department has also released portions of bodycam and dashboard-camera video and surveillance footage that shows one of the suspects exchange gunfire with officers.

On Jan. 10, around 6:45 p.m., officers responded to the CashMax title loan office in a strip mall in the 600 block of W. Pioneer Parkway for an armed robbery in progress call.

A passerby called 911 and reported seeing two men with guns enter the business, Chief of Police Alex Jones said at a news conference Thursday afternoon, Jan. 23.

Surveillance cameras inside the business captured a man, identified as Kelvin Bivens, 37, entering through the front door, pointing a handgun at four employees working inside, and instructing them to get on the ground.

A second suspect, identified as Kevin Lewis, 38, entered the business behind him, surveillance footage shows.

The two men can be seen rummaging through drawers and the employees’ purses before instructing the employees to move to a back room. They then bound the employees’ arms and legs with tape, authorities said.

When officers arrived on scene, they began setting up a perimeter. Officers who were covering the back of the business initially knocked on the back door and announced themselves as police, authorities said.

They then took cover behind their patrol vehicles and tried to call the suspects out of the building using the vehicle’s PA system, bodycam footage shows.

In the video released by police, Lewis leaves through the back door and immediately takes off running.

Moments later, Bivens stuck his arm out from behind the back door, still holding the gun, and began firing, the video shows. Two officers then fired their service weapons in his direction.

Bivens went back inside the business and tried to exit out the front door, police said. Officers posted on the front side of CashMax took him into custody without incident, the video shows.

Jones said the number of shots fired by Bivens is still being investigated, “but I can say this, he did fire several rounds at the officers, and that’s what transpired in return.”

No officers were injured during the shooting. Bivens and Lewis were not injured either, Jones said.

Shortly after the shots were fired, the employees were able to get to the back door and officers safely removed them from the building. Although “shaken,” they were not injured, Jones said.

Bivens faces charges of one count of aggravated assault against a public servant and one count of aggravated robbery. He is being held at the Tarrant County Jail.

Detectives found the robbers’ vehicle outside the business. Based on the personal items and evidence found in the car, they were able to identify Lewis as the second suspect, Jones said.

They obtained a warrant for Lewis’ arrest on one count of aggravated robbery. Members of the U.S. Marshals North Texas Fugitive Task Force found Lewis in Arlington on Thursday and took him into custody without incident, police said.

Lewis is being held at the Arlington City Jail, authorities said.

“I’m incredibly grateful that no officers were hurt during this call for service,” Jones said.

The two officers who fired their guns were placed on administrative leave following the shooting, but both have since returned to their normal shift, he said.

“My officers, they did a fantastic job in the response. We train for a situation like this, and they put that training to use that day,” Jones said.

Jones said he wanted to thank the person who called 911. “They saved some lives that night,” he said.
